关于preposition的问题求教

Manhattan 语法中对preposition进行了说明，其中 Drill 4.4 有两道题请大牛指点：
1. Construction of the Parthenon, a temple in the Athenan Acropolis, bagan in 447BC.
请问 construction of 在句中是什么成分，如果去掉所有的介词短语，那么变成了 construction， a temple bagan. 为什么这句话是对的呢？

2. Because of the payment of interest is prohibited under Sharia law, some practicing Muslims in the U.K. and U.S. are able to obtain what is known in modern parlance as an "Islamic mortgage," often an arrangement in which a bank purchases a home outright and rents it to a tenant who pays down principal as he or she accumulates ownership.
主句的主谓宾是什么？ often an arrangement 这段怎么理解？
