The report announced that the Marcellus region, a rock formation under parts of New York, Ohio, Pennsylvania and West Virginia, had contained 141 trillion cubic feet of gas; the last report of Agency estimated a drop of 66 percent from 410 trillion cubic feet.

B. compared to the agency’s last report, which is 410 trillion cubic feet of gas, had contained 141 trillion cubic feet of gas, a drop of 66 percent.

Verb form; Logical Predication;

这个句子是想表达一个报告声明了一组数据，这组数据和上一份报告相比，相差比较大。前后两个半句直接需要有cause-effect的关系，用分号割裂了这个关系，使得前后两个半句没有了联系。容易让人认为这个报告说有 141 trillion cubic feet ，上一个报告说会从410 trillion cubic feet 下降66%，两者不存在什么关系。另外，时态方面，没有特殊的标志证明需要用过去完成时。
