choice e changes the meaning of the sentence: taken literally, it says that the immigrants found themselves in this unenviable situation not because of the law itself, but because of the passage of the law. although somewhat plausible, this is not the intent of the original sentence.

为什么解读成了the passage of the law
跟这里the being有关吗？求解

我觉得，比较简单的排除E的方法是due to. "Due to" functions as an adj.
Right: The cancellation was due to the rain.
Wrong: The concert was cancelled due to the rain.

至于Ron说的，他的思路是不考虑语法只考虑语意。如果读(E)这个句子，
Due to a law being passed in 1933 that ...
如果你能找到一个native speaker读这个句子的话，他/她一定会重读那个being! 也就是说，这个句子, read literally, 强调的是being passed这个过程（Ron有次讲课说过，gerund is process-oriented）。所以对这个选项的语意解读，就是being passed这个过程是原因，而不是a law本身是原因。
