gmat中宾语从句的that真的能省略吗?刚开始做OG,后面的题目还不清楚,但OG11的45题有部分解释如下:

原题".......will avoid the recession that many had feared......".

解释d说: recession must be followed by that;

to establish...和to encourage并列结构。

...some newly elected members from rural states will try  to establish tighter restrictions on the amount of grain farmers will be allowed to grow and to encourage...

I am confused why  there is no "and"  or "that" before the second "will".

到底will be allowed to 是修飾members還是修飾farmers阿？ 這種句子我還真是第一次看到！ 個人覺得try to establish 與to encourage是平行的,修飾members, 至於be allowed to grow是修飾farmers.   ......members ....will try to establish (........ farmers will be allowed to grow ) and to encourage ......

沒有人覺得will be allowed前面應加關係代名詞who或連詞嗎？
