选项分析：
A it形式主语在此处无法指代that后的从句，去掉A（为什么无法指代？？）
B 同上
C 若正确则全句有了不止一个动词，所以错，去掉。
D 正确，make it sth for sBto do非常好的用法。
E Being passed累赘，去掉E。

个人认为：
A中，that从句是以crime为修饰对象的同位语从句，修饰的是crime。如果it指代that从句的话，原句可以看做：make crime a crime 逻辑不对
D中，it指代的是后面的不定式，即把这种行为（to hold......）当做犯罪，逻辑上讲得通。

because of一般不可以加句子，应该加名词或名词短语
这里because of后面不是句子，passed是过去分词表被动，修饰laws

个人认为，A看起来就比较奇怪，一般都是it is……that……，it充当形式主语；make sth sth是另外一种搭配。这里面有点混搭的意思。#2楼的疑问，我觉得because of没有什么问题啊，后面接了一大串名词性的“句子”。
