我选的A，解析说as the former chair……for 18 consecutive years 不符合逻辑如果是former chair, attended 也不符合逻辑
是不是因为，如果是 former，attend应该用has attended

如果前面是former,后面是former还是current就会有歧义

解析说A as the former chair…for 18 consecutive years 不符合逻辑，而且主语谓语是attended…，如果是former chair, attended…也是不符合逻辑的
貌似没有提歧义。。。
我上面的理解是不是不对？（应该是has attended）

2) logic problem. it cannot be solved by just adding "has", in my perspective.

the main issue the author wants to point out is : BEING the chair of the planning board a board member, Joan Philkill did sth.

or U can replace" as...." to figure it out ---> Joan Philkill atteneded meetings and and reviewed applications as THE chair / board member.<put the " as the former chair/board member" into the sentence. no sense, thus rule out>

谢谢分析：）~~~不过我读了几遍还是觉得，不是因为有歧义。
感觉 AS the former chair of the planning board for 18 consecutive years 不太顺，former 是有点多余，与for 18consecutive years有点不搭
