我的问题是为什么是they were last year, 而不是they did last year. 后面有明显的时间状语last year呀, 所以我觉得用一般过去时是显而易见的呀, 请问这里的过去进行时有什么理由吗, 我觉得只是说与前面的are paying时态平行似乎有些牵强, 所以跪求解答呀, 谢谢拉~

与之相对应的是they are paying... this year.

they were last year里面的they指代的是refiners，而不是Heating-oil prices
B的错误在于rise higher语义重复了，所以B错了
我也承认现在进行时不好，但在这里选择的是相对正确的答案

恩谢谢啦我当时一上来就排了结尾是were的选项, 估计考场上看见类似的题还是照错....
