问OG11_85 关于it 指代动名词

想问选项D为啥错误呢？it指代maintianing啊，官方解释却说“It has no referent"。

可是对比OG11_73题：
According to a recent poll, owning and living in a freestanding house on its own land is still a goal of a majority of young adults, ”like that of earlier generations.“
(E) as it was of earlier generations
也是用it来指代owning and living的啊？望指教

我的理解it应该是指代 maintaining dirt roads,名词短语作为一个整体。相应的it也应该是指代owning and living in a freestanding house on its own land。

其实85题it 应该放maintaining paved roads的意思，但实际上it 没有指代任何意思

其实我觉得就算是85题中的it是指代maintaining paved roads,就相当于是x costs twice as x does for *****，这样的句子结构是很奇怪的。

而73题中的it是指代 owning and living in a freestanding house on its own land 这样的一种愿望，是没问题的
