请教关于平行结构

答案是B。想请教A中是不是把that去掉就正确了？因为but instead前面有逗号，所以要保留it，如果没有逗号就不加it了（如B）？

but 是和not平行，不是和前面的that平行。因而it指代就不一定是指human mind了。另外，平行的结构也不对称， a "blank slate和 instead that it comprises 形式不平行对称

其实我觉得这个题说平时蛮莫名其妙的。。。
B中：not 后面是名词 but后面的是动词
我觉得排除 A 是因为里面的IT指代不清了吧。。
