个人想法

是 impose和require的主语是insurance plans

而spend的主语是doctor 

spending less time with each是修饰doctor的。而不是与impose和require一个层面的平行

今天又绕晕了！

以前没见过现在分词在句尾修饰前面从句的，只见过现在分词在句位解释前面整个句子的。两种情况都可以吗？
