it 作指代的用法是，指代上文的名词或名词短语
one 不能指代，它的作用是替代，因为one并指原物指代，one指的同类里的非同一个
在此题中 one替代principle,
句意：计划的城市发展区域并不是新的原则，它在 “Operation Bootstrap” in Puerto Rico时就用过。
并列结构：not ... but... 不是而是
