完全没看懂这题，是倒装吗，主语是谁呢？什么意思啊？

这道题是选e吧。。

地点状语提前，本句倒装，谓语动词是is 用单数的原因是后面的主语。。the rate 所以用单数。

另外后面有as seen 这样一个结构，是修饰indication的。。所以，不能将indication放在后面，就像选项c一样。
