Parking 和 Drug 其实没有Speed Ticket重要，所以不执行的这个理由觉得也可以支持结论

问题的严重性和所需要的资源之间没有建立关系。

也就是说，问题不严重不能推导出禁毒不需要资源。

B的as serious a problem 是无关词，是否serious与是否调拨资源是不挂钩的，the police are still writing as many speeding tickets as ever，还是这么多的活，那么就应该还是那么多的资源，也就是没有调拨到drug上，即使很不serious，也是需要资源的，所以无关。

LZ理解的不错了。既然chief说那些资源应该从开罚单到管理drug，可是罚单照样开，说明drug的事情没做。
E只是反过来说。如果drug执行得好，那么罚单也开不了那么多了
