问一个关于同位语的问题 OG11-34

这道题答案选D，我明白，但是题目本身我有一点小疑问：句子的主语是efforts（复数），句子中的a major goal（单数）应该是其同位语么？如果是的话，是否可以说，同位语和其所修饰的名词可以单复数不一致呢？

这道题不是那么简单的。同位语修饰最靠近他前面的那个名词，但是在前面的名词是复合名词，即noun+preposition的时候，可以修饰整个复合名词或the main noun，显然这道题修饰的是逗号前的整句话。

XDF的教材说意思不一样，但是我在一些国外的论坛上看，他们说是interchangeable
