无论。。。选民们怎么agree。。。
强调much这个度，表示强烈的语气
B，C，D，E都没有表现出这种语气，而且B，C，E还省略了情态动词may。

宾语从句that不能省略，排除C。D。
Despite一般不放在句首，何况有 Although ，Even though 可以选，排除B
There is 不能这么用排除C
只有A了

agree that xxx and that xxx
后面的and that出来就应该想到前面也应该有that，排除BCD
E there is an agreement that there is waste in government你看看啰嗦不啰嗦
