答案是C, 不过我选D.
C 从语法上讲没有太大问题， 不过， an investigation 可以做 has found 的主语吗？我上来就把B,C,E 排除了， 理由是逻辑上不通：调研不能发现，是政府官员通过调研发现吧。ETS不是最喜欢出这种语法上看似无误， 逻辑有问题的选项？
D 确实存在很多不顺眼的地方，但我看不出有致命的错误。
found 后面没有that，我觉得是found 不是主句的谓语，从句谓语引导的宾从that不是强制要的吧。（记得大全有类似的题目）
我的理解有问题吗？ 请教！谢谢!
