with+N+that到底啥结构（已解决）

今天看PP，突然瞄到一句话说with + N +that不是独立主格。那这是啥结构？有看到pp说是概况性同位语。但查同位语又没说有with + N +that的形式

崩溃了。。。另外，with + N + that的结构，如果只是纯粹的状语，表什么意思？修饰谁？

如：
For the last five yearsthe Dutch economy has grown faster than Britain, France, or Germany, withthe unemployment rate having remained well below that of the other threecountries.
A. Britain, France, or Germany, with the unemployment rate having remained
B. have those of Britain, France, or Germany, and the unemployment rateremaining

首先D最大的错误仅进在于后面with引导的伴随状语的逻辑主语Dutcheconomy错误

我能不能理解为with修饰has，所以逻辑主语成了dutch economy？
