我觉得选C。

一：likely to do

二：4 times more likely 有歧义，到底是多4倍（5倍）呢？还是就是4倍

三：系表结构做比较，as 和than后面可以省略系动词（are ）

四：plan on sth/ doing。。盘算做什么事情
