我的疑问是

－ 选项A当中的its难道不会有指代不清的问题吗？后文中有好几个单数名词，rationing和distribution

－ 选项E为什么错了呢，石林的解释是there be句型基本都是错的，唯一对的情况是表示自然存在，可我觉得E的用法并不违背啊
