Should the answer be E?  I eliminated B,C,D because they end with "about" which doesn't go along with the rest of the sentence.  Between A and E, "refering to" sounds right to me because it's not any "official reference" but jsut a general issue of hostality towards smoking.

请问，in reference to 和 referring to，这2个是否存在用词倾向性问题？

个人觉得when refering to和refering to 似乎没有什么差别，但是when打头得话，可能时态上有点限制，refering to没有。

另外此题中，分词似乎更好些，更加简练，简洁
