答案是B，我现在也接受，但是我的想法是：

1，recession就要裁员，因为需求下降，学校就是学生少了；

2，学生少了是因为recession，付不起学费，

3，因为公立学校免费，所以不存在付不起的情况，因而学生不减少；

4，更有甚者，私立学校的学生还要来，且学生比教师数量不变，因而老师数量不减反增！

我的疑问就出来了：

1，我认为，只要能说明学生数量不会减少就可以保证老师不被裁员就可以了，公立学校免费，所以不受经济影响，这就够了，提干已经给了！！！

2，如果原文没有免费一说，而是要收费，那么保证学生比老师比例不变就是废话，这是每个学校都会做的，这样的话，经济衰退，只要不是免费，学生就要减少，那么为了保持比例不变，老师还要减少！
