答案选D节约用油量

D的意思我可以理解，但是请问A为什么不对呢？求大神解答

A. Maintaining the quantity of oil imported at constant yearly levels
题目里说的无论是否进口或是不进口，国内价格都会涨。那么A说的imported就意味着如果出现价格上涨，那么这个国家就要必须为这个上涨的价格买单，与题目中的 reduce the long-term economic违背。

简单说：无论进不进口，都要涨。而你不但进口还常年维持进口，那么会更恶化价格上涨的问题，所以A错。

这里的场景是：开放市场国家无法避开因石油供应中断带来的涨价。
目标是：尽可能的降低长期的经济影响。
措施：只要是能抵消或减缓价格上涨的政策都可以。无非两个方面，供给侧的措施（利用一个国家的石油储备）平抑价格波动；需求侧，减少石油的消费。
