关于比较中的省略问题

以下两个例子：
1.Thomas Eakins's powerful style andhis choices of subject--the advances in modern surgery, the discipline of sport,the strains of individuals in tension with society or even with themselves--wasas disturbing to his own time as it is compelling for ours.

(A) was as disturbing to his owntime as it is

(B) were as disturbing to his owntime as they are

(C) has been as disturbing in hisown time as they are

(D) had been as disturbing in hisown time as it was

(E)have been as disturbing in his own time as

正确答案是B，我的疑问在于E选项，如果have been不存在问题，第二个as后面能不能看作是省略了they are？

2.One report concludes that manyschools do not have, or likely to have, enough computers to use themeffectively.

(A) or

(B) nor

(C) or are

(D) nor are they

(E)nor are not

正确答案是D，我的问题在于B选项，能不能看作是省略了are they呢？

关于比较结构的省略问题还是有些不清楚，麻烦对这一块比较清楚的同学帮忙解释一下，多谢！

不行，时态不一致，要把动词补全，不能只有助动词。第二个也不行，省略就成了do likely to do
