[求助]OG247-nearly的修飾對象

這個問題可能太簡單所以之前沒有人提問，在這裡提出來做個確定，如果太簡單真是見笑了~~ 以下OG247題，答案(A)，今天複習時覺得 nearly 怪怪的，如果修飾 reduction--N, 應該要用 adj. 會用 adv. 那應該是修飾 V or adj. 那會是 proposed 嗎? 不太可能，因為中間多了個 "a", 後來想他大概是修飾 17 percent... 請問這裡的 17 percent 是看作一個 adj. 嗎?? 怎麼感覺怪怪的呢，請大家幫忙解說一下~~ 非常謝謝~~
