The state has proposed new rules that would set minimum staffing levels for nurses, rules intended to

ensure that at least one nurse is assigned for every four patients put through triage in a hospital

emergency room.

A. rules intended to ensure that at least one nurse is assigned for every four patients put through triage

in a hospital emergency room

B. rules with the intent of ensuring one nurse at least to be assigned for every four patients to be put

through triage in a hospital emergency room

语法笔记里说intend动作的发出者必须是生物、rules 是生物？有点混乱，C的put through位置错可以理解，如果是正确的话。C对不对呢，intending 指的是rule的发出者，不是更好吗？求高人，大牛解释一下，谢谢！

这道题一直做错，现在才发现有intend需要“生物”发出者的语法点

其实C应该想说，rules不是生物，所以不能主动发出（intending，ing在我的理解就是主动）这个动作。。

但是A，用含义来说，intended，我的理解是被动，这个新的rules是被-“The states”（主语）里的“立法人员”（我猜的）-用来ensure that。。。。。

语文不好，我能表达这样。如果解释错，希望指正

"rules intending..." is incorrect, since the rules aren't intending to do anything. rules don't have intentions, although their authors do.
this is a passive type construction. the rules are intended to do x, y, and z, so you need "intended", not "intending".

the modifier here is an appositive modifier (a noun that describes the idea of the previous clause).

+ ABSTRACT NOUN is allowed to stand for the ENTIRE IDEA OF THE PRECEDING CLAUSE.

examples:

the coach tried to put 5 receivers on the line, a strategy that failed.
--> here, "a strategy" (an ABSTRACT noun) stands for the WHOLE IDEA of putting 5 receivers on the line.

X observed large concentrations of metals in the sediments, findings consistent with...
in this case, "findings" (an abstract noun) stands for the WHOLE IDEA of observing large concentrations of blah blah blah.

etc.

on the other hand,
COMMA + CONCRETE NOUN usually stands for the DIRECTLY PRECEDING NOUN.

compare:
i went to the bar with john smith, a consultant in los angeles.
here, "a consultant" (a CONCRETE noun) refers ONLY to "john smith" (the preceding noun).

i went to the bar with john smith, an excursion that was much more fun than working all night.
here, "an excursion" (an ABSTRACT noun) stands for the WHOLE IDEA of going to the bar with john smith.

这句话说的是这题？

这个地方的rules我的理解是absolute phrase，
rules修饰的并不是staffing levels..
而且对前面一句话的整个概括。

你是想告诉我语法点还是？

逗号，+抽象名词这种修饰。这句rules值得是前面半句内容，后面是被动形式所以intended没有错。

intend的固定搭配：intend的动作发出者必须是生物。intend somebody to do sth.
intend doing sth.
intend to do/doing sth. （后面跟to do和ing都可以）
be intended to do sth.
intend that
be intended for somebody/something

Intend of doing 是错的
另外with the intent 主语不明确可是state 也可以是rules 但是无论是哪个都是错的。建议去看看prep08语法笔记，里面有解释，另外看看with独立主格。
