答案是B。
这里有个平行是access to people... and to workers...所以D，E就排除了。A前面缺了and，排除。C在不定式前面加了个逗号，把不定式割裂开来了，排除。

同意楼上。但是我对错误有自己的想法。C, TO DO.... 不定式状语表示目的未尝不可，并不是因为逗号割裂的原因。错是因为其动作发起者不明确，不能说BILL发起了ESTABLISH,而应该是人或者方法ESTABLISH. 另外C,E最大的毛病在于最后的THAT,修饰JOBS，歧义。D的毛病在于不能说GUARANTEE ACCESS FOR PEOPLE 应该说GUARANTEE ACCESS OF SOMETHING TO PEOPLE. 另外D说BILL IS FOR STANDARDS本身就是不合逻辑的。
