这道题就是说手术步骤每个地区都有差异嘛，然后问题是支持因为unnecessary surgical procedures导致这个差异的存在。就是一个因果关系的问题嘛，A→B，那有可能是其他因素导致的B丫，那所以就要排除其他因素导致B的这种可能嘛。所以就选B咯。
D有削弱的意思，AC根本就没办法加强或者削弱，D讲的是how often,讨论的不是how often的问题，是说unnecessary surgical 导致差异，离题了

(当地的review 板上有每个医院的检查记录之类的东西去决定手术程序是否必要.......十万八千里无关的选项......)

(有很多类别的手术程序....无关啊)
