OG对B选项的解释是it is rare to....的先行词是unclear的，这里有些困惑，it指代是有问题的吗，不应该指代主句主语的fund吗》这样的话it的指代正好符合语意啊

我理解的是manhattan里面说的，it 可以做占位符即形式主语，这个表达很符合it 做不定式的形式主语，and后面但也有点可能指代前句的主语，所以造成不清！
