using还是by using？

using前面是否需要加by 呢？貌似我看到有些地方有by 而有的则没有

他们与campaign是包含关系
如果用by语义就不对了

choice (c) means that using websites, etc. was how the industry organized the campaign -- in other words, they used the websites and public meetings to organize the campaign in the first place. that's an incorrect meaning.(the campaign ITSELF used these things; the correct modifier in (a) and (b) shows that relationship.)

C选项是把对campaign的详细说明列举，变成了修饰主句的方式状语，改变了句子本意。

我也遇到了这个问题，做了一些研究，发现这两个帖子比较有用：

C中的不同之处主要有两个，一个是by using…第二个时in convincing…其实语法上都是正确的。不过in convincing更多的说是“目的是为了说服政府所以才组织了游行”而A的意思是“组织了一次游行并且成功的说服了政府...”意思是有区别的，而且A选项更合理。
关于using和by using的区别，其实某种意义上using包含by using的意思，详见http://www.cnblogs.com/DesignPatterns/archive/2009/01/30/using_by_using.html。我个人不倾向于用这个来排除C。
