我理解了，楼主搞错比较对象。不是拿rules 和contributions比较，是political contributions与national contributions比较。

不然你无法假释that的作用。the rules that govern local political contributions 定语从句的谓语在哪里？难道你把contribution理解成动词？

local election 和rules都有清晰的比较对象，national contributions.

Beacause之前的部分比较对象很清晰，The rules in local elections和they in national elections比较

但是local elections和谁比较，比较对象没有了。从这句话里得不出比较对象就一定是 national election.ETS的逻辑是如果你推得出比较对象一致你就能省，得不出就不能省。我可以说local election和foreign election比较，如果合同这样写不是让人钻空子了吗？
