第一题，根据语意，是前面的整句话的内容加深了墨西哥的负债压力
第二题，WILL not only meet 表明后面也是用动词原形 ——根据平衡结构原则
第三题。。。我也不知道。。。怎么解释。同求高人

我当时选的时候觉得
who 定语从句不能表明inflate their tires properly是 boost their vehicles’ fuel efficiency的方法
他只是说明了owner的特征
就像owner with a hat 或者 owner who has children
当时觉的表达不effective

第一题：
AB，时态错， During the 1980’s要求主句使用过去时。
C使用 there was 结构，强调客观存在，不恰当。
E，使用 is estimated as having，通常使用to do接动词，as往往接名词。

第二题：
will not only meet要求第2分句使用动词原形，排除ACE，D搭配错。

第三题：
A使用by underinflation，不合理，因为这个表示做某事情的方式。
C项，inflation of tires不能使摩擦增大，逻辑相违背。
D, their fuel efficiency，指代不清。due to the fact 也不合理。
E项，car owners无法执行动作can substantially boost their fuel efficiency，而且 through the increases 也不能完成费油的动作。

限制性定语从句不能去掉，去掉后意思肯定有改变。同样的，E选项中inflating tires 分词作限制定语，相当于一个定语从句。
A的问题是by underinflation不对，用什么方法作要用by doing表示，by+名词表示的是动作的主语，但是这里已经有主语了。

我认为是跳过who，Car owners can substantially boost their vehicles’ fuel efficiency 不合理，侧重点应该是 inflate their tires properly的行为去boost
