答案D.关于此选项我有2个疑问：

1把此句译成正常顺序：One report concludes that many schools do not have, they are nor likely to have, enough computers to use them effectively. 此从句前面已经有主语many schools，这里再加上一个they指代many schools是啥意图？个人认为One report concludes that many schools do not have, nor are likely to have, enough computers to use them effectively 才是正确用法。

2they与后面的them可以指代不同的事物么？
盼望牛牛解答。

不妨把蓝色部分换成 nor they are，这样就好一些？（nor还是要放在句首的作连词）
不过我也疑问正确选项中they是否可以拿掉
