这里的C选项中的it为什么不能指代level。有人可能说would错，但是我觉得would和will的区别（一个含有推测的虚拟一个不含有）不算是一个考点，那太过于主观了，以一下题为证。所以我想请NN们分析一下than后面常用的it或者those在指代作用上到底有什么规则？谢谢！！

个人浅见，仅供参考哈~
我觉得those 指代的是carbon emissions而非level吧
it，they，their和that，those的指代区别
前三个应该指代核心名词还要包括修饰核心名词的修饰语
而后两个只指代核心名词
至于lz说will和would的问题，关键在于official projections，对于未来的一种推测，要用would

It 指代的level跟前面的level必须是同一个东西实际不可能一模一样所以不能用it 要用that 。that those分别指代名词单数和复数吧 this that those these can not refer to a noun. 但是that和those在比较中可以指代前面的名词说得不对的话请指教

不明白第二题里为什么will 可以和would并列？

LZ~我认为第一个题里必须是用will的，在这种 if……(then)……的句型里，一般有两种语气，陈述和虚拟，虚拟语气的时候表现在和将来是if……did, ……would+动原，这题用的是continue，所以应该是陈述语气，用if……do, ……will do~
另外我觉得it从语法上可以指level，但是后面补出的was使比较不对称了；但从语义上，it指的整体名词，也就是和前面完全一样的东西，而that指代部分，这题的level虽没有别的词来修饰，使得it从语法上能指它，可从语义上前后两个level显然是不一样的，所以用that in 1990更好~

我觉得在用will和would的问题上，与if从句保持一致（看是虚拟还是陈述语气）是一个判断方法，从意思上判断确实有一些主观，不好把握~
