to do 是表示目的，而这里想表达的意思是经济将会避免衰退~~不能说经济（主动）为了避免衰退

谢谢版主指点~！！从前我一直认为有have confidence to do 或者 give sb confidence to do的用法，结果做这道题的时候好像混淆起来了...
