请问各位大侠

我可以弄明白本题比较的是Minority和other 的 to plan 而不是Practice

那DE中 it is。。。that是强调呢？？还是it是形式主语，指代后面的that从句？？

句子结构方面我很混乱，请指教瓦~

我觉得不是强调把，只是个形式主语，it is likely that。。显得很罗嗦，所以一般都不选的

本题是C,be likely　ｔｏ是固定搭配了。

IT是形式主语，DE是新东方课上讲的精神错乱搭配题，典型特点MORE RATHER THAN，应该是MORE THAN
