B的句型中最後that是作為連接詞連接一個完整的子句，這個子句表達的是前面的it。

中文解釋起來就是某個1933年通過的法律使得某件事(it)是犯法的，這件事就是攜帶金塊或金幣(that a United States citizen hold ....)

D錯在because of 後面只能接名詞，但是後面卻接了一個句子。
