答案是D，这里为什么不用过去完成时呢？和until的用法有关吗？请教～～～

过去完成时要有以句子中的过去为基础,往之前推,才可以使用
这里体现出过去的过去

这个题完全是叙述顺序问题啊不必拘泥于时态。
原句A的being用的很没必要。
Between ... and 干掉BE。
剩下CD，C的那个until开头的句子使得前面的introduced语句修饰谁变得开始不清楚。
D很清晰， life insurance in England 这个主语放的位置读起来很完美。

PS：哪里写过去完成时了啊，我只看到 life insureance remained 这个结构.

C项中有HADREMAINED,不过之间没有打空格
