虽然句意告诉我that从句修饰的是communities，可是从高中老师就告诉我如果定语从句前面是the only n.（单数） of n.（复数）之类的，那么定语从句修饰的是前面那个单数名词而不是后面那个复数名词，表示对前者的强调，现在这个but one一样是一个强调，为什么不能理解成强调前面呢？

that 就近修饰communities。虽然就语法来讲A、D都对，that 也允许跳跃修饰介词前的核心词one，但选D不选A的原因在于选项A相较于D用词冗长多余：use its waterfront as a way for it，Use与as a way for it意思重复，用词多余，故排除
