我想问的是既然将The Federalist papers作为复数用了represent，为啥相对应的修饰语如a strong defense等用单数呢？

a strong defense的部分作为同位语修饰papers，同位语修饰的时候不要求必须单复数一致，这一点我肯定。同位语可以抽象概括前面的部分，所以主语papers谓语复数直接锁定BE,由and前后并列原则选B（E里面as破坏了并列）~
