If you apply MIS, i am sure you can get an offer. For undergraduate students applying PhD, most important factors are TOP school, High Gpa, relevance major. You can check Yession's background to see why he can get offer Rochester. You Gpa and ranking in the department is good enough. But you school is not elite in china, I would say this factor is even a prerequisite before people talk about Gpa and other things. Moreover, I do not see any relationship between MIS and finance/accounting, maybe I am wrong, I would say your chance for finance and accounting is slim.

Few top 30 business schools have recruitment plan for students who want to apply for master. It's really driving me nuts...
