这个正确答案是E，但是我不明白的是，B和C，D有什么不对呢？谢谢大家

B中的which 从句前面没有可修饰的名词。排除。
c,14 percent 逻辑关系不清，也不知修饰誰，必须加上an amount。
D 比较的对象不一致。
E an amount与figure的比较。合理。

1, $167 billion =money = an amount, not percentage ---> abc are eliminated
2, D has no comparison
