选B。as + adj. + noun. + as这里面的noun本来就是可以放在里面或者外面的。D里面risk of occuring sth.应该用of，而不是for。如果D改为present a risk as little as one chance in a million of causing cancer意思上并没有什么区别，只是B的表达更加简洁。

补充一下刚才我的回答，比较的时候单数用that复数用those，one除非强调那个，很少用
正确答案补出了chance
