C 难道仅仅是因为consider后面最好不要加as， 才错的吗？应该有其他重要原因吧

也是满常见的结构。

C里面还有and前后被动跟主动不平行，使得逻辑上衔接得不好，但这只是effective的问题.

C 中

Europa has been ..and has..., 第一个has 为助动词(has been), 第二个has为实意动词(有),不能构成平行

看了半天也没觉得B哪错

原来看错答案了啊。。

C项中明显的错误是consider  as， 但是 两个has 意义上不平等，所以最好用同位语分开
