我选c, to表示目的，总觉得b中的who are changing jobs不如c中的who change jobs好，change jobs应该不是持续性的啊，不能一直换工作啊?

请指教！！

应该是b吧，这个changing表示过程，而不是反复。。。

如果选择c，最后的意思好像变了，jobcould be uncovered for months，文中的意思是workerscould be uncovered for months

这里我有个疑问，could不是过去时态吗？可是全句式现在时态。。。

提一个不同意见阿 我记得在上XDF的时候 老师说在GMAT里面的could只表示过去时 没有虚拟的意思

这句话出现would 我觉得用could没问题

who are changing jobs应该就是表示重复发生的动作 正因为他们总是换工作所以才会uncovered for months 也就表明了health care bill 建立的目的 

一直有一个疑问，就是 workers who change jobs　和　workers changing jobs　在意思上和句子结构上的差别，高人能给指点一下么
