我觉得E的问题就在于“some people”

我用排除法排除B（less than 20 percent），排除C（in cars），排除D（和ease congestion的计划成功与否无关），排除E（some poeple,和B一样，用小样本无法解释整个计划）

啊，原来我把rail和highway看成一个东西了，看了这么多遍都没看出来
