我认为which在这里并没有修饰整个句子. 凭逻辑判断, 它指代前面的中心词, 可这个which离program实在太远, 这就是我说的effectiveness的问题. 哎, 代词指代, 永远的痛啊.....

隔一天再来看这句句子, 有些新的想法. it is hoped can be ....是不是读起来不对劲? 于是查了一下longman

hope只能跟that或者to do, 要么hope for sth. 所以 sth is hoped can be done这个结构是错的. 再看正确答案E, 把it is hoped变成了一个插入语, 解决了这个问题.
