2．中心词是incomes还是household?

从句子结构分析，中心词应该是incomes，但如果是这样，那意思不就成了社区中家庭收入的49%低于贫困线以下，逻辑不通。感觉应该表达的是社区中49%户，其家庭收入低于贫困线，可是中心词又不是household。

1、这里的考点不是是否用完成式，而是主谓一致等。其实英语中也有很多特例是很难全部解释清楚的，在考试时，只能就考点而发现差异。
