Key is C. But I think D is better, comments please.

不知道你是不是认为be not sth but sth的结构比较好？但是：
1、D中的it was believed by the ...that是典型的OG中的 wordy的用法。
2、be not but be我觉得也不是错误。
3、另外在be not A but B中如果A和B属于同一性质，即如果都是名词，则省略BE最好，但是这里的STH和STH一个是ADJ，一个是NOUN，补出BE似乎更好（此理由牵强，仅供参考）
我觉得通过大的句子结构排除D可能好些。

Yes, I think "be not sth but sth" is better than "be not sth but be sth".
