GMAT语法不是很不喜欢用which么，我一上来就排出C了

which modifies "a counterattack",  that is , the last part of the sentence modifies the phrase: acounter attact by the oil indusry, rather than the ..proposal. A/D , saying...may modifies "proposal", so they are wrong; for B, there is no specific "they"....

before seeing this, i wonder how a industry can "say" something....

从句意看，应该选C

我个人感觉“句子+，ing”的成分，ing多表示前面分句对后面的影响，而这里say是动作发出着，saying that后面对内容确实是the oil industry说的。所以我感觉还是C好。一个行业也是可以说话的阿。

如果表示伴随，我倾向于这么说这个句子，
