作文是关于一个city有 budget去改善ridership，分配budget在不同street station ，然后对比ridership improvement，投了很多budget在the 82nd street station 但是这个地儿效果没有the 102nd street station improvement的效果好，投在后者的budget低于前者，一个analyst建议以后应该把budget invest到102 这样overall效果的会更好in the future。
